Steve Cocliff 

Postion: Managing Director

Steve joined VolkerRail as the chief operating officer in October 2009 and was appointed Managing Director in early 2010. Steve, who is a civil engineer, has a wealth of experience from a number of different sectors including rail. Before joining VolkerRail, Steve worked for Carillion as the Managing Director of Utility Services. Steve has also held a number of other senior positions including Managing Director of Alfred McAlpine Utility Service, Managing Director of First Engineering Power and civil & Managing Director of Jackson Civil Engineering.

David Moreland

Position: Pre-Contract Director

David has been a member of the VolkerRail management team since joining the organisation in 2003. In David's current role he is responsible for all tendering and pre contract activity.

Prior to joining the company David worked with Galliford Try, where he joined in 1978 as a graduate civil engineer. David has extensive experience in the bidding and delivery of large infrastructure and logistics projects particularly in highways, water and rail sectors.

David is a strong believer in the fully integrated team working approach and recognises the need for strong leadership as a key to motivation and achievement. David is a Chartered Civil Engineer and a Member of the Chartered Institute of Building

Paul Nolan

Position: Commercial Director

Paul joined VolkerRail in November 2009 where he was appointed Commercial Director responsible for all commercial matters across the business.

Paul had previously worked for our sister company VolkerFitzpatrick where he first joined in 1990 as a Site Quantity Surveyor. Paul worked on a variety of civils projects over the next 7 years, ranging from lane rentals to a new by-pass. In 1997 Paul left Fitzpatrick for 3 years to build his own successful business dealing with dispute resolution.

In 2000 he re-joined VolkerFitzpatrick as eastern civils regional quantity Surveyor and undertook a variety of work from concrete runway construction at the American Airbases of Laken heath and Mildenhall to a new rail depot at Temple Mills in East London.

Andrew Wilkins

Position: Finance Director

Andrew joined VolkerRail in June 2010 as Finance Director and also has responsibility for the IT and facilities teams.

Andrew brings a significant amount of experience gained from within the construction and contracting industries. He has held senior financial positions with a number of major companies including, more recently, Alfred McAlpine Plc and Carillion Plc where he was Finance Director for their Utilities businesses.

Andrew is a chartered accountant and a graduate in BA Honours Accounting. He spent the first twelve years of his career working in UK top 100 accountancy firms in various roles including Partner.

Ken Robinson

Position: Director of SPC

Ken joined VolkerRail in June 2010 in a new role as Director of SPC (Signalling, Power and Communications) and is responsible for delivering specialist projects along with providing support to major multidisciplinary projects.

Ken has over with over 25 years of project experience in engineering and management of projects and maintenance work in both public and private sectors. Ken has previously worked with a range of companies such as Jarvis Rail, Network Rail, Amec Spie Rail and Balfour Beatty Rail Maintenance.

Ken previously worked at Jarvis Rail as Programme Director. In this role he was responsible and assumed overall leadership for the £65m LNE Track Renewals Contract.

Barry Kennedy

Position: Commercial Director & Director of Plant

Barry joined us with over 18 year's contracting experience in engineering businesses such as Balfour Kilpatrick, First Engineering and latterly was Commercial Director for Jarvis Rail. In his new role, Barry will also ensure the company reviews its procurement strategy in order to align it with developments in the key markets.

Barry has also taken up the role of Director responsible for the Plant and Welding business, supporting the longer term strategic development and building on the success already achieved. The key objectives for the plant business will be to retain and develop a substantial market share of the National Tamping Contract with NDS, while generating sustainable growth within the crane and specialist OHLE rail plant market.

Stuart Webster-Spriggs

Position: HSQE Director

Stuart joined VolkerRail from the automotive industry in 2001 as a quality assurance officer. Stuart has progressed through to his most recent role as Safety and Compliance Manager for Specialist Businesses where he has been instrumental in implementing a robust and effective integrated safety management system.

In his new role Stuart will be responsible for further developing VolkerRail's safety and compliance capability whilst ensuring the provision of a professional occupational health and safety advisory service, including railway operational safety, engineering, quality and environmental management.

Stuart is a member of the Institute of Occupational Safety & Health and holds a BEng (Hons) Mechanical Engineering qualification

Stuart Birch

Position: Major Projects Director

Stuart joins VolkerRail from Birse Rail with over 15 years experience in the railway industry. Stuart has delivered a number of high profile projects in the West Coast Main Line upgrade programme and more recently Evergreen 3.

Stuart will be responsible for further developing VolkerRail's major projects expertise in the areas of track, signalling and electification.

Paul Tichiaz

Position: HR Director

Paul joined VolkerRail in October 2008 as the senior HR manager and was appointed HR director in June 2010.

Although Paul orignalling had a manufacturing background where he was primarily employed with businesses manufacturing agricultural and construction equipment, Paul has spent the last 15 years in HR positions where and has worked in many different countries across the world such as North America, Australia, Mexico, and France. Before joining VolkerRail Paul was employed as general manager for McCormick Tractors who were also based in Doncaster.

Paul is a Fellow of the Chartered Institute of Personnel and Development (CIPD)
